HARLEY IS A PARTNER AT LURIE FRIEDMAN LLP.

Harley focuses his practice on complex business litigation, including contract disputes, land use disputes, including matters relating to eminent domain and land conservation, and employment matters, including Wage Act violations, discrimination and separation. Harley advises clients on how to anticipate, avoid and resolve such disputes, including pursuing legal action in court or other venues, if necessary. Harley also advises and represents clients navigating the local and state permitting process, appearing before local and state permitting bodies. Harley has also represented individuals in criminal matters in Massachusetts state courts and federal trial and appellate courts.

  • Representation of software developers in licensing dispute litigation.

  • Representation of citizen group in litigation to protect and preserve natural open space.

  • Representation of former employee of a large tech company in suit against employer for the return of compensation.

  • Representation of psychiatrist in high profile litigation to protect and defend doctor-patient confidentiality.

  • Representation of employees, former employees and employers in disputes relating to claims of discrimination based on sex, gender, sexual orientation, race, age, and disability.

  • Representation of employees and employers in negotiation of separation and severance agreements, non-solicitation agreements and non-competition agreements.

  • Representation of Low-Income Housing Tax Credit partners in removal and dissolution disputes.

  • A three-day mediation resulting in the withdrawal by a Massachusetts municipality of its urban renewal plan which called for taking of client’s 27 acres of downtown real estate and buildings by eminent domain for zero dollars.

Education & Admissions

Harley received his J.D. from Northeastern University Law School. He received his B.S. from University of North Carolina at Asheville. He is admitted to practice in Massachusetts and before the United States District Court of Massachusetts.
